    How can I obtain a list of countries that are eligible for reduced duty rates or duty-free treatment (i.e. GSP , NAFTA, CBI)?

    To obtain a current list of countries that are eligible for reduced duty rates or duty-free treatment under an international trade agreement, please visit the International Trade Commissions Web site. Be aware, not all goods manufactured, produced and exported from a country eligible for an international trade agreement are eligible for reduced duty rates or duty-free treatment. To find out if the goods you import are eligible, you should first find out the special program indicator (SPI) for the international trade agreement. A chart of the SPI codes is also on the ITC Web site, on page 7 of the general notes section of the 2003 HTS. Second, you must determine the 10 digit harmonized tariff schedule code for the goods. After the HTS code is determined, reference the duty rate in the "Special Rates" subcolumn, if the SPI for your trade agreement is listed, your goods are eligible for the rate indicated. If you require further assistance or would like to verify you have the correct HTS code, contact an import specialist at the port through which your goods will enter.
